Focusing on missions of protecting oceans, exploring the frontier cross fields, safeguarding national maritime security  and  serving the "Belt and Road" Initiative; cooperating with open supporting platforms like the observation network of "four stations and three networks", Regional Center of Fundamental Instrument and Marine Big Data Center with support from the CAS Fleet; implementing the integrated development of Institute of Oceanology and Yantai Institute of Coastal Zone Research to construct core research units of Center for Ocean Mega-Science jointly Arranging three core scientific research directions, including the "offshore healthy ocean demonstration project", "multi-circle interaction in Indo-Pacific convergence region" and "recognition of marine life processes and green development of biological resources" as well as the key task of "'Belt and Road' marine science cooperation program"; promoting the integration of major breakthroughs with development directions via discipline integration; forming a development pattern based on the offshore and coastal areas with deep sea as its target; and  promoting the "three major results (original achievements, strategic technologies and products and demonstration conversion engineering)".
Following the "1+X+N" model and leveraging on the whole chain advantages of the CAS in innovation resources, seven interdisciplinary research clusters in fields like marine engineering equipment, marine resource utilization, marine disaster prevention and control, and others will be built. Synergic, cross-field research with large teams will be conducted, and efforts will be made to secure support from government and enterprises and their participation. Incentives will be offered to encourage achievement transformation, boost the development of marine emerging industries, and shape new engines powering the replacement of old drivers with new ones.
