The Council is the supreme decision-making body of COMSCAS and adopts the member system. It consists of leaders from the competent academy and the relevant ministries of academy authority, representatives from the Institute of Oceanology, Yantai Institute of Coastal Zone Research and their co-building partners, leaders from national industry sectors and local governments as well as others. The Council convenes the meeting once a year. It is responsible for guiding COMSCAS construction, examining development strategies and plans as well as other major matters of COMSCAS, coordinates the relationship between COMSCAS and its co-building partners as well as promotes the implementation of relevant policies and supporting measures. The Council president is appointed by CAS. And a tenure system is adopted for the president and its members.
