Focusing on three major fields, including marine life, offshore and coastal environment and deep seas; taking the environmental evolution of offshore and coastal areas, theoretical innovation of  marine biological resources sustainable utilization as well as comprehensive intersection and systematic integration of key technologies as the basis; promoting the pilot studies of  deep sea environment and strategic resource discovery; and arranging three major scientific research direction to build core research units.
